For the record it's ,from top down, R leg; blue ring, red flag (ie a flapping ring), blue ring: L leg white & yellow rings. They are below the knee (if you think of the joint in the middle of a waders leg as a knee).
First noted by Karen on Dec13. I had a better look on 14th (they, usually 5, often hang out close to the bridge). I reported the sightings on 14th & 19th, but, as it continues to be seen regularly (still there today) I decided to wait till I could report my last sighting.
I don't know if others have reported it in the interim.
